UNDERSTANDING ASNAF MUQADDAM: THE PRIORITIZED BENEFICIARIES IN ZAKAT

In the zakat management and distribution system, there are eight categories of people (asnaf) entitled to receive aid, as decreed in the Quran. However, have you ever heard the term "Asnaf Muqaddam"? Linguistically, Muqaddam means "the prioritized" or "the one put forward." In the context of zakat, it refers to the asnaf categories that must be given the highest absolute priority over the others, namely the Fakir (Destitute) and Miskin (Poor).

Why Are They Prioritized?

Islam places the fakir (those with absolutely no wealth or income) and miskin (those whose income cannot cover minimum basic needs) at the very top due to survival factors. Their needs are critical and life-threatening. While other categories might need zakat to settle debts (Gharimin) or seek knowledge (Fisabilillah), the destitute and poor require zakat simply to survive—to buy basic food, clothing, and secure shelter. The preservation of their lives and human dignity is an absolute priority.

The Application of Asnaf Muqaddam on Campus

At Universiti Putra Malaysia (UPM), the Centre for Management of Waqf, Zakat and Infaq (WAZAN) firmly upholds this principle in its fund distribution policy. Although thousands of students apply for assistance under the Fisabilillah (seeking knowledge) category, WAZAN will meticulously screen and prioritize students who fall under the Asnaf Muqaddam.

Students originating from hardcore poor families, orphans with no financial support, or those genuinely running out of food will have their applications processed immediately. They are swiftly provided with Living Allowances and food sponsorships to ensure no student starves on campus.

In conclusion, the emphasis on Asnaf Muqaddam highlights the profound beauty of Islamic justice. It ensures that zakat funds truly achieve their primary objective of eradicating poverty and saving the lives of the most desperate, before being expanded to benefit the rest of the society.
