INTER-STATE ZAKAT: VALID OR OTHERWISE?

The issue of paying zakat outside the state of one's residence or where one earns a living frequently becomes a subject of debate among the public. Some choose to pay zakat in their hometowns, even though they work and reside in a different state. So, what is the actual Islamic ruling on inter-state zakat?

The Basic Ruling and Priority (Afdhal)

Fundamentally, from the perspective of Islamic jurisprudence, paying inter-state zakat is valid (sah) as long as the funds are handed over to eligible asnaf (beneficiaries). The individual's zakat obligation is considered fulfilled. However, being 'valid' does not mean it is encouraged or aligns with the highest priority (afdhal).

The Muzakarah of the National Fatwa Committee and various state-level fatwas in Malaysia have decreed that Muslims are obligated (administratively and based on Islamic priority) to pay zakat in the state where their wealth or income is generated.

The Principle of Local Distribution

This ruling is anchored in an essential Islamic principle: prioritizing the welfare of the local community. This is referenced through the instruction of Prophet Muhammad (PBUH) to Muadh bin Jabal when he was dispatched to Yemen:

"Tell them that Allah has made it obligatory for them to pay the Zakat from their property, and it is to be taken from the wealthy among them and given to the poor among them." (Sahih Bukhari).

This Hadith clearly emphasizes the phrase "among them," meaning that zakat should be returned to the community where the wealth was acquired.

Social Justice for Local Asnaf

The primary wisdom behind discouraging inter-state zakat is to prevent the unequal distribution of wealth. If all employees in Selangor or around UPM chose to pay their zakat in their respective home states, the welfare and survival of the asnaf in the very area they earn their livelihood would undoubtedly be neglected.

Therefore, fulfill your zakat through recognized amil (collectors) where you earn your living, such as WAZAN UPM (for UPM staff and community), which acts on behalf of the Selangor Zakat Board. This ensures the rights of local asnaf are always protected and preserved.
