IMPROVEMENT OF EDUCATIONAL WAQF

When education waqf funds were introduced at the end of 2016 by the Ministry of Higher Education, many were wondering whether the plan was successful or vice versa. At that time no guidance could be made as a reference from the Majlis Agama Islam Negeri (MAIN) and so on. No clear guide can be consulted even though several overseas universities have succeeded in advancing waqf and endowment. What is the best model practice to do?

Therefore, the Buku Ungu published by the Ministry of Higher Education used as a guide by UA to implement education waqf. Although the book contains information and guidelines for educational waqf, the book needs to be improved in line with the development of education waqf. Thus, Buku Panduan Wakaf Pendidikan was launched by the Minister of Religious Affairs YB Dato 'Dr Mujahid Yusof at Universiti Putra Malaysia. This book contains more complete and in-depth content of educational waqf where all information is obtained through experts from universities, MAIN and related agencies.

According to YB Minister of Religious Affairs, the waqf can be exported abroad if all relevant waqf materials are provided. Our country will have three sectors where waqf become as the third sector when this situation occurs. In order to achieve that goal, planning and strategy are needed, especially in the preparation of providing a good quality of waqf certificate scheme. In order to strengthen education waqf in UA, monitoring should be carried out by establishing several committees participated by the MAIN and representatives of the state government. In addition, the education waqf certification system in UA needs to be strengthened. With this, the waqf expert also needs to define the meaning of waqf more clearly. "Taqarrub" means that closer to Allah SWT is the main purpose of setting up cash waqf funds in UA.

Fatwa that cash waqf should be converted into the form of immovable property and only the benefits that may be granted or utilized by the beneficiaries or waqf beneficiaries have been issued by the Majlis Fatwa Kebangsaan in 2007. To avoid misunderstanding, committee members and directors of education waqf funds need to have deep knowledge and experience on investment and property ownership.

Hence, monitoring, governance as well as competent and credible human capital are important in the management of professional waqf. Faith can be strengthened if human capital knows the management procedure and has a clear understanding about waqf. According to a modern management teacher, management is not merely directing but coordinating and monitoring in order to achieve the objectives of management.
